JOB DESCRIPTION

JOB TYPE: Full-time position working 37.5 hours/week

CLASSIFICATION: Exempt

REPORTS TO: Executive Director

TITLE OF POSITION: National Service Director, Veterans Benefits & Policy

DESCRIPTION

With the general guidance of the Executive Director, and in accordance with BVA Board of Directors policies, the National Service Director, Veterans Benefits & Policy administers, manages and directs the BVA National Veterans Service and Legislative programs. The incumbent directs services and assistance to blind and visually impaired veterans; develops the organization’s legislative programs; coordinates and monitors advocacy and public policy activities; prepares and presents congressional testimony, position statements and legislative proposals; provides National Service Officer assistance; administers the Volunteer Service Program; assists in strengthening and developing BVA Regional Groups; works cooperatively with VA VIST Coordinators and Blind Rehabilitation Center personnel; and advances BVA National Programs in the field.

EDUCATION AND WORK EXPERIENCE

Bachelor’s degree or five years related work experience in advocacy for Veterans or the Blind and Visually Impaired. Excellent management, decision-making, leadership skills, oral and written communication skills. Able to work and travel independently with little supervision or assistance. A skilled and adaptive compromiser able to analyze statutory language and succinctly summarize its relevance and potential impact on veterans to various levels. Knowledge of legislative procedures, veterans’ programs and services, and benefits programs for the blind and physically disabled at all levels including civil rights laws affecting people with disabilities. Intermediate or higher skills in Microsoft Office, adaptive technology software, and social media.

SKILLS, KNOWLEDGE, AND ABILITIES REQUIRED

This position requires a working knowledge of the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA), Veterans Health Administration (VHA), and National Cemetery Administration (NCA) programs and services. Candidate must possess excellent oral and written communication skills, excellent interpersonal skills, and organizational skills allowing timely decision making and demonstrating good leadership. Candidate must have the ability to work effectively with all BVA staff and the public in a professional manner.

PREFERRED SKILLS AND EXPERIENCE

  • Member of the Blinded Veterans Association
  • Veteran of US Military Service with a discharge, time-in-service or medical retirement characterized on a DD-214 as Honorable with a VA disability rating of 70% or higher
  • Blind or Visually Impaired and a graduate of Blind Rehabilitation
  • Graduate degree in a social science, political science, public relations, allied health or related field

WORK STATION LOCATION

The National Service Director, Veterans Benefits & Policy position is located in the BVA Alexandria, VA National Office. Local and national travel required.
